I know both of these are in TBC and Wrath, but they are in the old world. I would like to see Kara as a 10-person raid and Culling of Strat as a 5-person dungeon in the last phase.

Karazhan, yes!
Culling of Stratholme? Please no. Any wave style dungeon has always felt bad. Violet Hold, Black Morass, Culling, Violet Hold (again). They were all awful.
Epic ground mounts are only 2x running, and we all know how slow that is.
Epic flying was 3.8x running, much more reasonable for the epic size of Azeroth. Plus, we already have all these flying mount models and animations in the game.
Maybe put it behind a raid quest line at Kara?
Nah, I think it wouls be a terrible idea to have flying in SoD.

Culling is in CoT which is sealed.

Karazhan at the very least was meant to be vanilla content but got moved to TBC so I think it would be in spirit to add a SoD version of it personally. Culling is a bit different though.
No only teased like with SM raid but we never got it
