The only thing I can imagine you mean is that you want to keep the item appearance even if you don’t keep the item? Well, you’re in luck. That already happens. Unless you trade it to another player, that is.
I’m guessing he means if it’s BoE… you can learn it by just vendoring it rather than equipping it if it’s something you can aquire a new apperance from?..?

Or you could just right click the item and that’s it.

I get that it seems lazy… but I did have two newer cloaks (found in BfA) that were BoE. It’s just a bug I’m sure… but they didn’t say I didn’t have the appearance below in blue on them even though I hadn’t learned them yet. I currently use the graphic of one of them on my main.
There’s only one circumstance where OP’s complaint makes sense: you buy gear from a vendor (tokens, or gold for old gear) and the gear comes with a full refund timer. If you sell the gear while the refund period is still on, you lose the transmog but get back the complete purchase price.
To sell the gear for some small portion of the purchase (essentially, vendor price) you have to wait out the refund timer or force it to expire by transmogging it on the toon that bought it, or sticking it into void storage. Do that and you get to keep the mog (and it’s available to all eligible alts), but the price you get will be a pittance of gold. (Especially, you won’t get a token back.)
I’m sure OP isn’t demanding that all transmog looks should be free, because that’s not even faintly reasonable.
You can equip the item or put it in your void storage to get rid of the timer though.
I’m vendoring items and i plan on getting rid of this boe that i dont have the appearance for. So I have to manually get rid of the vendor, bags disappear, open bags back up, find the gear, equip it, take it off, open vendor back up and then find the item to sell again. Or you know, make a small line of code to add the appearance when you vendor the item. Quality of life, it adds up to a lot of time that could be saved for thousands of people. But by all means, call me lazy and fanboy your way to blizzards hearts.

Setting the appearance as a favorite will force the expiration as well.
