Confirmed. Complete the “War Cache” quest. Recruit Falstead (standing near Halford Wyrmbane) and then you can choose your research.

I ended up abondoning the quest and the reaccepting it and that fixed the issue

This is exactly the issue. Recruiting Falstad resolves the issue and allow you to select an upgrade from Alleria. Thanks!

Still broken in 9.0.1.
this quest is not working for me either
First recruit of any kind works. I was able to complete after completing the war resources quest and getting first follower.
