I would also recommend posting in this forum, as it is more focused on UI issues.
I had this issue with my pet bar. Tried a few things, what worked was going into edit mode and selecting the bar, and clicking reset to default position. That was the place I wanted it to be anyways, once i did this it has stayed after reloading.
Just to add…I tried that since I was having issues being able to comment here (wasnt able to choose character/avatar which was preventing me from replying) since that too was one of the things to try.
But even after changing my password it didnt fix the issue.
Does blizzard not observer every support forum? I mean ok - but this is not limited to a few people and it should be recognized…

create a new macro with the following
/run C_EditMode.SetActiveLayout(C_EditMode.GetLayouts().activeLayout)
when they are messed up, click it

Still broken as of today.
I found what seems to be a solution from a reddit 10mo ago. It suggested that this is the default reaction in the UI when the frame of an action bar is on top of another action bar. I identified my troubled action bar and went through and made sure to snap each of my action bars where the trouble was to each other with the red line that comes up when moving them around. After making sure each bar snaps next to the one near it, I saved my layout. I have done this with each of my layouts and it no longer sends any of my bars to the upper left of the screen on log in or UI reload.
It might be necessary to save this corrected layout to a new save name; I had an issue making my bars snap on two edges on one of my layouts.
Nope none of these solutions are working.
I’ve even made new characters and whole new UI arrangements. The moment a single extra bar is added it gets thrown around on each and every reload or game load.
Still a problem for me. I have tried everything people are saying. Not sure why it is just effecting us.

Hello! I was able to fix it with Agagavis solution. Not only check the action bars, but anything in the UI that can be on top of each other, including buttons, map, anything. I had my bags menu over my right corner menu, and that was doing the issue. Maybe not the solution for everyone, but it worked for me!
So this worked for me…kinda. In my case, the top bar can’t snap to the one below it. I have to space it a little above that…which bothers the heck out of me because it’s no longer evenly spaced, but at least it no longer snaps to the top left! …So far, at least.
Can confirm making sure nothing, which is how far I had to go, was binding/docking to anything else works. Very annoying to get it just right, ended up reducing the scaling again and reworking everything… again…
Yeah, Ive tried this across multiple toons, and it hasnt worked. Glad it worked for you though
Well you have two options then:
- Full UI reset +
/console cvar_default
or delete the UI profile, and redo the UI (full UI reset might be overkill, try deleting and recreating the profile first) - Wait for Blizzard to fix the issue that affected a small percentage of us

Aweome. This fixed my issue.
I found that when I tried to snap window A’s bottom right corner to window B’s top right corner, window A’s top right corner would align with window B’s top right corner whenever I reload/relog. However, when I did it the other way around (i.e., snapping window B’s top right corner to window A’s bottom right), this error didn’t happen after a reload. Visually they look exactly the same, but the anchors were different — in the first case, it was B; in the second case, A.
After discovering this, I just resnapped the elements of my UI such that the top-right-most element of any UI element group would serve as the anchor of that group, and now I no longer have any issue with the action bars. I’m not sure if this is a universal solution, but I hope it will work for others as well.
