The action bar show numbers for cooldowns button is always turning off. Is there not a way to base line my options to stay on across all my characters, specs, and talents trees?

Some addons apply cooldown timers to the action bars and Blizzard’s base UI also has that option. If you somehow have an addon and the Blizzard UI trying to apply a cooldown timer, perhaps it’s possible one overwrites the other and you get a bad result?
Check your addons. If you don’t use addons, check that the Blizzard UI cooldown timer is enabled under Options / Gameplay / Action Bars / Show Numbers for Cooldowns.
My characters seem to have CDs enabled across all toons, specs, and talent trees, but all my characters are using a customized modern layout that I named Modern-1. Are all your toons using the same UI layout for all specs/talent build or do they have different UI layouts for each spec/talent build?
