My Action Bar 1 is 3 action bars tall and two and half action bars wide, which makes it cover both chat (though that’s moveable) and the bag buttons (which aren’t). At first I was quite upset that I couldn’t resize the bar, but after watching your “hey, cool new UI video” I’ve realized that what I’m seeing is a bug.

Same here.
Had the same issue and it was caused by some addons (fishingbuddy). Deactivating it fixed it for me

I can say that after fiddling for over an hour - disabling fishing buddy resolved the Action Bar 1 being oversized in Edit mode and covering other bars as well as other glitches with it.

Came here to find the solution to this, thank you to the people who figured it out already.
Just came back to agree that it seems my issue was Fishing Buddy. Weird.
I had tried disabling the few other UI addons that I use, but the possibility of it being this one never occurred to me.
Had the same issue, FB was the problem here too.
