Defeating Kurog and Raszageth on LFR difficulty does not credit the bosses to the achievement like the other bosses of LFR do.
According to my Guild only certain players are earning this achievement from doing LFRs. I recommend opening a ticket to see if a Game Master can grant you the achievement.
Seeing as it’s bugged for me as well. Haven’t got any credit beyond the first LFR wing, I’ll be opening a ticket myself once done this last boss in here.
Edit: A Game Master just granted me this achievement. So if it’s bugged for you, I would open a ticket. You may do-so by Clicking Here!
Also, The Game Master Specialist mentioned in their response that Quality Assurance is aware of this particular issue and that they are working on a resolution.

This is how it looks on my Pally this week … every boss confirmed dead and the achievement(s) are missing bosses for the character. (I got the achievements on another character)
And for my Druid … same thing. Kurog finally showed up after killing him for a third time.
I mentioned this on another thread as one of my characters wasn’t getting credit for Council or Dathea until she did the fights on normal, but I had a theory that entering partially completed LFR groups and having to requeue to finish the earlier bosses was causing the issue for me. Did that happen to you, possibly? I already had the achievement on another character, as well, but noticed that particular alt was not getting credit. I could be wrong, but figured any additional consistent data would help find the source of the issue.
