The drop rate of Jagged Bonesaw is absolutely lower than mounts. I farmed Jagged Bonesaw, Bonehoof Tauralus, and other mounts on the map together every day since 9.1. So far, I got all the mounts in Maldraxxus 20 days ago, but I still have no Jagged Bonesaw now, I killed Collector Kash EVERY DAY and got nothing.
I don’t think you should make this achievement so hard to take, it’s just an uncommon item for achievement. Could you check the drop rate please?

Allegedly it can drop from the daily calling chests, if you want to try that as well
It seems like Jagged Bonesaw only drops from Collector Kash if the information from Wowhead is correct. I was just curious that why Blizzard engineers set up the drop rate of an uncommon item for a “normal” achievement as a significantly low rate.
Short answer: No.
Long answer: None of those drops needed for the achievement have a reasonable droprate,
Just keep at it.
