during the quest Aces High! in Coldarra, the Revivify ability of the drake consumes all combo points instead of awarding one combo point, as stated.
You’re likely seeing Revivify build combo points on yourself, rather than your target.
Just like rogues, combo points are per-target, and building combo points on a new target clears the points on your previous one.
If you target yourself after casting Revivify, you should see one combo point.
The quest in question puts you on a vehicle, and doesn’t show any combo points in the UI. The damaging ability does generate them (despite not being able to see them on your target), but the Revivify definitely doesnt generate any.
With no addons enabled, combo points are visually generated for both abilities on your target unit frame. But as I said you have to target yourself to see the ones you build on yourself.
Also, since the Revivify combo points are on yourself, you can’t spend them on the offensive combo point spender, only on the heal+buff or the damage shield.
I have no addons that modify the UI and it never showed combo points on my target while on the drake. I see combo points completely fine on my rogue and druid though.

Last time I tried doing this a few days ago, I couldn’t get it to work.
The ability states that it generates 1 combo point, and it definitely was not - I was pre-buffing with revivify and still not getting combo points to use on the healing burst. Also on the drake you can use healing burst using combo points from the damage ability, as it was the only way I could use it. If I had any combo points and cast revivify, it would wipe my combo points.
