That is not realistic or take in account human nature. There will always be forum “police” people that make a lot of reports and there will always be under reporters. You are trying to punish people for making more than the average amount of reports without taking in account if those reports are fair. That is going to cause more problems than it fixes.
The easiest answer would be to give people a set number of flags per day. Say three just to be random, once those flags are used up they don’t get anymore til the next day. People may then become more thoughtful in their flagging and not waster them on any post that they just do not like.
Having a downvote button caused a lot of innocuous posts to get buried because they ran counter to the opinion of someone and their circle of buddies, but that’s easily fixed by decoupling post hiding from downvotes. Just make the downvote button an inert sponge that keeps a count, like the close door button in elevators.
I like the idea of further limiting the number of flags a player can make on forum posts. What appeals to me most of all is that it would force players to consider the gravity of the flag.
To be clear, the purpose of this post is not to focus on one particular group (multiboxers) but to focus on the negative effects that reporting a massive number of posts have on the open debate of the game.
When did they say this? They may have mentioned that they do punish players for mass flagging (using multiple toons to flag one post), but not that they punish players just for flagging.
The rules are pretty vague and I guarantee that there is range of topics that players consider CoC breaking.

I agree, and thank you for mentioning this. To implement this would require a small change to the ToS for the forums. However, I feel it would increase the dialogue and allow players to be more open in their hopes to improve the game.
The fact that they wouldn’t need to worry about a “flagged” post squelching discussion, would result in less spam as players would be focused on the debate in a single thread. All-in-all, this solution is better for the player community who participates in forums.
I agree this would solve alot of the issues. Actually probably 99% of them. Blizzard is afraid someone gets their feelings hurt for an unpopular comment yet they still let people flag it which has the same effect.

The downvote button was actually a flag button, that’s the reason it was removed.
People talk about a lot of stuff that has no place on these forums.
A lot of them violate the community guidelines too but Blizzard only selectively takes action against them.
Quite frankly, they should instantly remove anything that doesn’t have to do with the game. Makes moderation nice and easy.
