When I request an account and data deletion, and then Blizzard asks for a Government ID to verify account ownership, does that image also get deleted as part of the process?
Yes.

Yes. The handling of personal data is regulated by very specific laws. The information isn’t kept, it is only used to make sure the person making the request actually is the registered user for the account.
