Does Blizzard allow access to their character database? Was thinking of making a website for people to look up other character’s levels cross-realm. Hate that I can’t see my friend’s level even though I have them added through Battle Net.

No. If you’re talking about like Armory, that wouldn’t go so well for web security. You can create an addon that will register character data though, and build from those who use the addon.
I know a few addons give that information.
I run ELVUI and under the minimap, it gives me the level and displays their name in their class color.
