Yes - You see infant naga in the goblin starter experience. By this point, most naga that are alive today were probably never night elves.

In EP, Orogoza is their caretaker.
Shandris tells us to kill their caretaker before they overrun the surface.
And with no caretaker they eventually die, as Azshara states, “I should be cross with you over the murdering of my little ones.”
They do reproduce, we’ve seen multiple naga hatcheries and there’s a baby naga pet. There weren’t this many highborne when the Sundering happened. Had to make an army somehow.
Naga smells terrible especially the undead ones.
Naga steal everything they can that isn’t nailed down. Example, the tidestone theft.
Naga are a menace to society, who destory, plunder and enslave those who are kidnapped by them.
The only good Naga is a dead one.

I recall tale wow classic A naga once fallen in love with a gnome… that as far I remember then other… Sumon and worship Neptulon to point summon Ahune the frost lord… That as far nagas that have self goals then there “QUEEN”
I don’t know. It might be worth trying to raise them as Death Knights. We could use some water-breathing Death Knights.

Naga are possible dks. For example you can assume there are harpy dks as well. Just not playable ones. We saw the Nerubians being undead too.
I hope they rerelease the left handed edition, mine is wearing out a bit and I use it so heavily in this game.
