Currently, it is possible for players who have not done the Kara attunement to enter Kara. Removal of the attunement was not mentioned in the announcement or recent Blue posts. Karazhan attunement requirement was originally removed in patch 2.4.0 (Sunwell), 14 months into the expansion. Players are already taking advantage of this exploit to feed gear to sub-70s.

“Exploit” Kara is a glorified 10m dungeon at this point, p sure its intentional so new people can get easily raid geared.
I’ve got a friend who’s almost 68 on his Shaman. Would be reeeeeeeal nice to get clarification on this from someone with a blue name before I carry him through Kara.
Can you please confirm this was intended or not? its a bit strange you guys won’t confirm that its intended.
Would be a really bad way to ban people when they requested a comment on this after they ran kara without attun.

I don’t think this is a bug, they pretty much made the instance the 2.4.0 version (nerfs to boss,etc.) of the instance that had no attunement. But would agree with most post here that having a statement would be nice
