A Troubled Spirit, Level 50 Warrior Quest

I have been unable to find the Warrior class quest A Troubled Spirit that sends you into Sunken Temple. I have found a few posts stating it is not going to be available until Phase 4 which seems extreme. And yet in those same posts others have said they were able to pick up the quest.

Does anyone know if this is actually available in Phase 1? And if not, what is the reasoning behind having to wait until Phase 4?

EDIT:
So this Blizzard Support page confirms that NONE of the class quests are in Phase 1, but does not offer any information as to when they will be added.

Is there any explanation as to why this is?

Not Yet Implemented in this content phase :^), and I don’t think they have stated. I think it’s intended as a “catch up” mechanic, so probably much later.
