For the quest you’re supposed to throw a paper zeppelin at the orphan that you have with you. I bought the Paper Zeppelin Kit from The Wonderworks. However whenever I throw it at the orphan nothing happens and I often get an “out of range” message even when I am standing next to the orphan. I was able to throw the paper zeppelin at players with no problem. I was wondering is there something different that you have to do with the orphans or is there something buggy going on with the quest?

Make sure you are buying the right zeppelin.

For the quest you need a Small Paper Zeppelin, not the Paper Zeppelin Kit.
