Trying to hand in the quest for A Timely Invitation down in Cavens of Time and there in nothing there and i have logged out three times so far to reset it and still nothing
Having this same issue, I can’t even enter instances in the CoT
It took me awhile (and several relogs) to get Chromie to show up earlier. Heavy traffic is probably to blame here, at least somewhat.

if you have tailoring and have a girl there to do tailoring quests you have to do them first and relog or abandon tailoring which worked for me.
totally lame. just like last february when trying turn in bracelets to king anduin while having the darkshore night warrior questline active.
Software can’t telepathically guess which of two choices you want to be there. What if you had decided to work on your Tailoring finally, had started the quest and then … ended up in the middle of the event with no way to continue the Tailoring chain for two months.
They usually put the fastest to clear thing as first priority. So if you need to clear it, it is fast. And this Tailoring quest takes all of three minutes to complete.
Don’t take quests you aren’t going to do and you won’t run into phasing issues.
