When Playing as a level 70 Druid and after completing the dragonflight quest named “The Harbinger” questgiver NPC Hamuul Runetotem will not spawn to give the quest. please fix
Having this same issue, I’m beginning to think this is due to the Visions of Azeroth campaign being at 0/1 progress even with all of the quests completed.
How far into the quest chain did you go? You need to at least go as far as to get the portal to the void area unlocked.
Thought I should let you know that if you completed The Harbinger on another toon, try going to your adventure journal and accepting the quest through that! I was not prompted to do The Harbinger on my druid but now that I’ve accepted it and completed it through the adventure journal, I am now getting Hamuul following me around Dalaran.
