How do you break a quest, when I was the only one there for twenty minutes, reloading and restarting it?!
Found the solution - good luck, folks. You have to abandon, restart, and be the only person to kill the quest mob before anyone else spawns more.

abandon the quest and restart it. when you get to kelsey walk up slowly and she’ll start her dialog and the quest will act as its supposed to. At least that worked for me.
UPDATE: its April 2024, over 4 years since this bug reported. Just wanted to let everyone know, this bug has STILL not been fixed. Blizzard aiming to beat EA for worst rated video game company or something? More new releases with more bugs without ever fixing the old ones.
Just complete a few of the prince guys quest next to the entrance until you fight a mini boss then once that’s completed you’ll be able to continue with A Strong Heart Quest
IT WORKS!!! I was so frustrated. I tried everything, but yeah when I accepted and completed the nearby quests the bugger phased in. Note: I had to abandon and re-accept Strong Heart quest as well.
