I’m a bit confused are you wanting crime/merc/pirate themes that are just not evil? Or just none of those?
If you’re looking for crime/merc/pirate then I strongly recommend Blackwater Company.

What do you think of a militaristic guild that is NElf-only and has a central campaign? Starborne Legacy is that guild.
If you find something non-race specific, let me know. This is the sort of guild that I’ve been looking for as well, but have yet to find it.
