I’m unable to complete the quest, as when I get to Keep and interact with Anduin, Greymane is not in the room talking with Velen. This is on my toon Quopirne.
Try completing any other quest that involve stormwind then do that one.

As Darthwraith mentioned, this is usually a result of unfinished quests phasing the area.
Do you see any quests waiting for you in the War Room (room to right as you are facing throne)? Any related to Tyrande, Maiev or Darkshore?

So I went back and checked, and I must’ve completed something else without realising, as the requisite characters were in the room. Thanks for the help!
