I can accept “A Key Threat” but there’s no quests on the warrant board for me to accept/do TO complete “A Key Threat”. 
Bump, i having the exact same problem.
As an update, I killed one of the warrants without interacting with the board and I got credit for it. No follow-up quests were given so I’m not sure if that’s tied to this bug or if it’s a reputation lockout…
Are u able to share the details? I supposed u just waited until someone came along, summon it and u partake in the kill?
It was already up on the world map (Grubber). Maybe just got lucky since I didn’t wait around or anything.
