I am a True Friend to both Sabellian and Wrathion but have yet to see this quest pop. What am I missing?

What have you done to try to make the quest come up?
It’s a random proc from turning a Restored Obsidian Key to Forgemaster Bazentus, who isn’t actually aligned with either Sabellian nor Wrathion (so your reputation with them doesn’t matter).
Wowhead says it is Weaponsmith Mida that actually gives the Metal Quest and it it turned into the Forgemaster. But how do I get them to give me the quest?
Turn in Restored Obsidian Keys to Forgemaster Bazentus, who is standing right there.
I don’t think it’s ever taken very many keys to trigger the quest in the case of any of my characters.
I am offering keys to the forgemaster - he ignores me.
At some point, the guy behind him – Weaponsmith Mida – should offer the quest after a key turn-in.
I can’t seem to get key fragments to drop after killing several dozen mobs right outside of the forge, is there another prereq?
