This quest is not working for me at the moment. The Rolly Gulper is not giving me credit when I kill it. I am not in a group, I have tried logging out, disabling my addons, I have killed it about 7 times and it still will not give me credit or spawn the fishing pool for the second half of the quest.
It appears several other players are having the same issue, as there was a growing group of people surrounding the pond.
Try killing him in the water, and stay in the water yourself, that got it working for me.
I can’t convince 15 people standing around to get in the water to kill it.
It’s resetting as it reaches 0 HP. No one is getting credit.
After about 10 kills he finally gave me credit for the kill and spawned pools where I fished up the fish. It looks like RNG at the moment and just a heads up the fish aren’t a 100% catch rate. GL and keep trying.

Killed him a dozen times, I was one of the first to kill him when the daily popped up, still not getting credit.
I killed him several times, but the quest tracker never gave me credit. However, after I caught all of the fish that I needed, the tracker completed the entire quest (including the Rolly Gulper kill). So try completing the other objective first before killing him.
I could even SEE the fish flying toward me, yet even after killing or helping to kill it over 8 times, NO love.
EDITED: Not sure if they’re working on it, but this last time, I was the ONLY one attacking it. As soon as it ‘died’, I was able to see the Rolly pools and after a second kill with another person, got the 3rd fish. pfft
