I have read a few ways to do this. Either via the boat at Stormwind’s dock or the portal in the Wizard Toward.
I have also read you have to do certain quests to unlock that area, but I am not seeing where I can pick those up.
For me the Portal is a no go. I can’t even find it. As for the boat, it is bugged and just stops before it would go to the loading screen. The boat just sits there and then comes back to the dock as if it were coming back from Kul Tiras.
Yes I have BFA. Also, I am trying on my lvl 91 if that makes a difference.

I’ve been able to get there by boat on my level 10 or below characters, If the boat kept breaking, report the bug. Fishing on the docks is a great way for lower level characters to earn money, I’ve done it often.
My account without BFA just returns to the docks like you described, but as you have BFA, I would just report the bug. You can also try exiting out and coming back to the game, sometimes that can fix a problem.
I would have guessed you could not get there till you were level 110.
Tried exiting and reentering. Still the same. It is like this on all my characters. I will report the bug, thank you.
