"A Falling Star" quest bugged - Khadgar not here

Hi all.

The main issue: Khadgar is not in the violet citadel for me. I noticed a common issue is that people cannot turn in the quest, but I cannot even accept the quest from Khadgar.

What I’ve tried: I used scripts and BtWQuests to verify that I completed all pre-requirements. I also checked Wowhead to see what quests have an issue with phasing. I completed as far as I can (4/5) of TWW campaign quests (way after his encounter with Xal) and have checked both Dalarans just in case. I completed The Harbinger questline and he’s sitting in the Chamber of the Guardians with Jaina but does not offer anything other than and “Can you tell me more about Xal’atath and her role as Harbinger?” I even tried to just do (apparently skippable) Nobundo’s Last Stand to see if that could fix it, but I do not have that quest giver either despite never having touched Bringer of Light (another common bug). I also tried party-syncing with someone fresh to Legion. Nothing has worked.

The issue according to Wowhead/Blue Posts on Forums: I have stalked many forums, EU and US and, despite many having a similar issue, I saw a blue post reply on one.

There was an update a couple of days ago (https://eu.forums.blizzard.com/en/wow/t/order-hall-quests-and-progression-bugged/526802/27) saying that it was fixed, but I am still having the issue.

This is not my first character who I’ve done the Legion quests with so I wish there was just a way to skip it or mark it as completed so I can move on already :c

I am having the exact same issue. I have 4 pandaria remix characters im trying to do legion class hall quests with, so for only 1 of them can see khadgar (my alliance shaman)

its especially bad for paladins since their quest hall stuff can’t get very far until completing ‘a falling star’

I’m having the same issue I have several quests that I need to turn in to khadgar but he is not in the Violet hold citadel. The question marks are but he is not. I am tryin to access unite the legion quest line but cannot as khadgar is a room with jaina with nothing but two lines of dialogue. Blizzard please fix this just add a temporary khadgar to accept quests until you find an actual fix.

I am having the same issue, I have restarted several times. Khadgar spawns immediately when I abandon the “Bringer of the Light” quest and lets me restart it. But onced completed, he is no where to be found in Dalaran.

I also just created a bug report for this but him not showing up is keeping me from completing the mage campaign because I cant talk to him to progress “Burning Within”… which appearantly is like the 2nd to last quest before the mage campaign is over, and I get the mount. He just isnt in the Violet Citadel and his marker acts like hes underground

I’m also having this problem, newly boosted character, skipped Legion intro. He’s just sitting in the Chamber of the Guardian on Dalaran with Dragonflight/TWW dialogue but no quests.
