No, banning people is the hobby horse of posters like Celinthia and Eloisone.
They are short sighted and driven by emotion.
Whereas Blizzard will want to keep customers and do as little work as possible.

Just return the deserter debuff to 30 minutes, and make it so declining more than one queue within a 30 minute period will slap you with it. Further this by having the debuff increase by an additional 30 minutes each time you do something to prompt it, opening the possibility for you to effectively ban yourself from participation in PvP if you continue engaging in the unwanted behaviors.
This definitely isn’t a fix for the entire premade situation, but I’d wager it would see the instances of queue dodging begin to plummet simply because continuing to do so would mean those people just don’t get to PvP that day. This would also have the happy side effect of reducing the number of people who will just quit out of losing BGs.
