I believe Tempest doesn’t feel great for Elemental Shaman. The ability doesn’t feel impactful for a 2 second cast.
Even worse, Tempest is in the way at times. You may miss out on a Stormkeeper lightning bolt with it. You lose mobility. You lose damage and some feel a cancel aura for Tempest may be the way to go.
How can we change it to be more impactful or versatile?
I believe Evoker has the answer. Blizzard created a new way to play with empowered charged spells. It could work for Ele.
I thought of two ideas. First, when I hear Tempest I think of wind instead of lightning. So, with an Empowered Tempest you could do a spell like Gale Arrow From Teera in Nohkud Offensive. 1 Charge could release 1 tempest, 2 charges could release 3 tempests, and 3 charges could release 5 tempests.
A full 3 charged Empowered Tempest is still around 2 seconds. You can use the one ability to impact Single Target, small target cleave, or full AoE.
The second Idea for Empowered Tempest would be to keep the current Tempest animation for 1 charge, 2 charges would be an empowered chain lightning, and a full 3 charges would be and Eye of the Storm cast.
This would also allow you to be versatile with Tempest for Single Target, small add cleave or Mass AoE.
That would be very impactful for Stormbringer.
It is just an idea. Many may not like the Eternity Surge or Flame Breath Evoker skills but they are flexible and have room to grow. I think Elemental Shaman can use that playstyle the best.
