Anyone still having a problem with this quest? I finished the Vulpara quest and have unlocked that race. Now Rohkan is where Sylvanas should be. I’m stuck and can’t finish this so I can start the Tides of Vengeance quests. Opened a support ticket and it was closed almost immediately.

Same problem here. I cannot complete this quest as she will not appear in Grommash Hold. I’ve done all the typical things: disable mods, drop quest and reacquire, log off and back on, drink coffee, nothing seems to fix it. Going to try and submit a ticket.
I’ve opened two tickets so far on this issue and they have both been closed telling me to search the forums for answers or look for more quests to complete to get her there. Sigh…
