I am standing next to Kalecgos and have used the “Claim Charged Scale” special use button several times without the quest being completed or getting the relic.
addendum:
left the zone and back=nothing
I logged off to another character and back=nothing
disabled all addons and exited the game=nothing
no special action button when i came back. when i dropped the quest, took it again AND left the immediate area around Kalecgos, then when i went back the action button was there and i could complete and claim the scale.
idk which part is was what worked. yeesh

did u ever figure out what ya had to do? im having the same issue atm, I even abandoned the q and got it agn, still nothing
i guess you could try the last part where i dropped the quest, left the area, came back and took it again.
So funny thing is I took a major risk and used a flying mount to pick it up in midair and didn’t fall so there’s a loop for ya.

Yes you have to fly to the center and click on the scale floating in the middle, however this is still bugged because the click radius requires “steady flight” mode – it will not work with Skyriding mode enabled. Blizz needs to increase the click active radius so players can claim from the platform, or make the beam a floating zone instead.
