Had to get the quest to kill Fyrakk, kill Fyrakk (I did via LFR), turn the quest in then the quest giver appears. Got some nice wardens rep out of the whole thing.

Good info, it sounds like some people are being denied invites - but if I can get in, then why not. I watched the fight on YouTube and it looks pretty tough. Then I think, great, this is gonna suck on LFR - lol - maybe not
i don’t know if fry is a requirement, I did it anyway just incase once I handed fry quest in she still didn’t show so abandon quest picked it back up she was there then and the new island showed up too
A small patch went out this evening so I went back and checked again. It appears the bug has been fixed.
(I haven’t set foot in the raid, but the dragons were there and I was able to continue and complete the quest chain)

I’ve rewatched the cinematic more times that I would like to say, still they aren’t there.
It does not require a Fyrakk kill. I haven’t killed him yet and completed this quest last night with no issues.

The quest is not bugged.
I thought so too, but I just didn’t look at the map properly. You need to exit the dream and then go down to the water. There you will see the dragons waiting for you.
Edit: You don’t have to kill Fryakk for the quest.
Just my experience with the queues… They usually go “Average wait time: 7 mins” and I am still in the queue 30-45 minutes later. Plus the time to actually run the content. It is what it is…
I did this yesterday and didn’t see anyone. Maybe they hotfixed it.

No you don’t. I haven’t killed him yet and that quest worked for me.
She wasn’t showing up for me either way until after the Fyrakk kill 
Huh, maybe a fix since last night? Well, good that it’s working.
I did do it around 10pm (eastern) last night. Maybe there were fixes by then. I did it BEFORE I got last night’s patch though, the patch downloaded when I logged out after completing it.
Have to have a Fyrakk kill and if you have the quest before the kill you have to abandon it and pick it back up.
Hey saw in FB WoW group… You DO NOT have to do the raid it was fixed at reset this morning, so if trying to finish she is there and gives the rest of quest chain to finish.
I am on the new parts right now and she was there for A Blooming Blossom turn in .
Did you guys kill Fyrakk yet? Because you have to kill him first. That quest is the post raid quest.
And it assumes that you’ve done the raid.
It was fixed this morning just go do quests you do not I repeat do not need raid to get campgain done. I just finished it without raid.

do it as soon as you can on Tuesday. a couple hours after reset works the best. quicker queue and the people running it are usually geared and knowledgeable. the best thing about that wing of LFR is no trash. zone in, boss and boss.
I saw that this morning. Logged in and the dragons were standing there. I was able to complete a portion of the chain done before work this morning.
Maybe all… I am at the point where Ysera goes back to Ardenweald.
