I sincerely wish we got any notification of fixes, until that time we will keep doing the same thing over and over again and expecting different results…
Yet another anniversary quest broken, this time for ALL HORDE players
In the secret quest: A Bird’s Tail the Fourth feather is located in Draenor, Frostfire Ridge 42,67 On a small hill above Frostcave by garrison shipyard. I’m guessing you don’t have any horde characters in house and didn’t notice this location was inside the horde garrison. No test, no joy.
The feather is actually located on a hill right above the Frostcave, but will phase out when you get close.

Just FYI - that problem is not limited to Horde. I’m on an Alliance toon that as of this morning STILL can’t get the 4th feather. Had my shammy parked at the coordinates overnight to see if they’d fix it, but nope - still no feather.
The GM that answered my ticket said they are aware of the issue and are “investigating”. Which is great, but in the meantime, the quest can’t be completed without it. So, either remove the 4th feather as a requirement OR simply send the item in the mail (at least to those people that actually filed a complaint about it). Doubt either of those will happen, but we’ll see I guess…

Adding the feather in ALL layers should also work.
I read that it was fixed, however the fourth feather not showing for me. (I have a Garrison since WoD).
I’m sad!

From what I know there might be different phasing based off the garrison progress. I could be wrong. But I feel like this had been a issue before with phasing and quest. I know I would get phased duing the Halloween event and couldnt get the pumpkin in GS for a bit.

I had a devil of a time panning through all 27 of my Horde alts - yes, I only play Horde - before I located one that could see the item. It was a vulpera hunter who had a garrison BUT important! did NOT have a harbor built!
When I tried using party sync in a group to pull players into my phased instance, I quickly found the party sync button was missing from the quest log. Level 80 apparently disables the party sync option.
Note: I already had the prirate rings long before vulpera became playable, so saw no reason to enjoy™ that lovers’ paradise that is Tanaan Jungle again.

I have a horde vulpera that does not have a garrison, and I still cannot even see the feather. The hotfix list says they adjusted it, but still no feather for me. I have done everything in the Secrets of Azeroth quest line except for this one because I can’t even see a feather.
