I would really like to change my Troll druid to a horde Night Elf druid… how would I go about doing that? Would I just have to purchase a race change or a faction change, race change then another faction change?
Night Elves can’t be Horde just cause they play nice now races are still faction locked.
So what races are faction changeable?

If your character is bloodelf and you want to go nightelf, you’ll have to pay a fee through the in game shop while in game. Your horde toon will then be alliance.
so basically it is just you would be alliance but you could still play with horde members? I saw a bunch of alliance undead during the Lordaeron quest line but it must have been apart of their quest line
With cross faction now live Alliance and Horde can group in raids and such yes as for the undead my guess is those are just npcs for the quest but haven’t done quest yet so not sure.
Pandaren are on both factions.
Alliance players doing the cleansing of Lordaeron quests have a spell cast on them giving them a permanent “debuff” while in the area that gives them the appearance of a Forsaken Undead, and prevents hostility.
As you say, all races are staying on the same factions as they always have, but you may party and do instanced content with members of both factions now. There is no changing just the faction of a race.
If you want to play as a Night Elf, you can purchase a faction change. Changing faction implies changing race which you would then select; you wouldn’t need an additional race change. As a Night Elf, you would implicitly belong to the Alliance faction.
You could also race change to a Nightborne, which is more or less a Night Elf, and stay on the Horde!
