With the arrival of the 9.1.5 PTR, we wanted to share more information on the variety of new features and updates arriving with the content update.

That’s not a content patch. It’s an update to current content: ie, systems and legion TW. They worded it very tricky like, but that’s easy to do for a team led by a lawyer.
