Which specs need work?
My short list as follows:
Shadow priests, Enhance Shamans, MM Hunters, and Sub Rogue. If there are others that I left out just post a comment bellow.

Work in terms of what, playstyle/fluidity, damage, utility, viability?
A combination of several of those. For example, Sub Rogue needs more damage but also needs to become more fun.
Tanks. Tanks need adjustments … It’s sad that if you aren’t a blood dk, a monk, or a warrior you aren’t wanted.
What do Spriests need?
Paladins are definitely wanted. Used more than monks in m+.
Bears, while still useful, could use some help. I run m+ and my guild is 3/8m BoD so far with a bear tank.
Unholy DK needs single target DPS boosted.

Shadow really needs talent choices. Something substantial enough that it may change the rotation in certain situations.
Mages need to be brought out of the cellar they are in currently.

Survival on death bed
Affection needs minor tuning
Frost and unholy just need to be fixed
Feral seems to be missing something.
Boom feels like a one-shot wonder.
The rest are ok. Might give a % bump to ret and arms.
bm and mm hunters need buffs and dh and dks need nerfs.
One of the 3 priest specs need to be nerfed in the raid. it’s stupid how all 3 specs are OP and missed the nerf hammer.
Entire classes should not be better than either dk spec, either. Rogues should not be so dominant in dmg when they still have the best defensives in the game and decent mobility. Dks were suppose to be walking juggernauts and we do the lowest dps in the raid.
FUN doesn’t matter how it is achieved, but every single class needs to be fun.
niche abilites
the ability to use any spell in your spell book in any spec, but perhaps with a higher cost if not spec specific such as a frost mage uses more mana to cast a fireball, but they can cast it, just not as efficiently, but better than nothing if locked out of a particular school of magic for x number of seconds.

If you want to know what a given class of players / spec finds fun, then just ask , not for them to do your job, bur things that they find fun.
Example, I miss all my totems and setting up a load out to drop the four I found most useful at any given point, in cata I could do that with 3 different primary load outs and adjust it pretty much whenever out of combat.
Proper weapons for a given class such as a shammy elemental uses a one hander and a shield (put block on shield for more defense since that is what a shield does)
Armor and weapon vendors for currency that is earnable besides mythic raiding or M+
Kill rng gambling and let it DIAF.

Add flying at max level with a short simple no time gated pathfinder retroactive to level 60 account wide.

Affliction minor tuning? Nah it needs a whole rework. It’s basically a single target burst spec now. They need to remove the stacks from agony, buff the dots greatly, make unstable affliction not stack and then buff it even more to compensate for nonstacking, remove death bolt and death glare. They’re other things too, but that’s the basics of getting affliction back to how it should be.

sub rogues in what context? If you look at Uldir they were at the top of the pack… Not so much in BD, but is that because of the fights? or were they nerfed to all hell. I don’t play sub… Sin4Life
Yeah Sub Rogues need to do more damage with Backstab. Shadow Dance spam and talents that promote that isn’t fun. Shadow Dance should be more meaningful and powerful cool down.
Shadowy Duel and Cold Blood should be baseline. Lots of honor talents that should be baselined to make more specs and classes complete and also in line with spec fantasy.
Sub lost DFA heading from Legion to BFA and the spec doesn’t have many finishers to begin with. Sub’s mastery is finisher damage but the spec specialized in finishing damage and a variety of finishers is severely lacking.
Sub was used earlier in the expansion for a gimmick due to Shuriken Storm but other than that the spec needs a talent overhaul and rethink of Shadow Dance. Shadow Dance IMO should be limited to two charges max. In turn that could allow baseline Backstab to be buffed.
