Because Garrosh was an egomaniac that only cared about himself. Sylvanas cares about the Horde as much as herself.
The quest objective literally says that you pledge yourself to Sylvanas, though. That’s the closest anyone will ever get to an unbiased in-game source. I feel like you’re splitting hairs to avoid the most straightforward conclusion.
We literally know this is factually untrue from books as recent as the collector’s edition tales as well as the one Golden wrote this year.
You do pledge to Sylvanas – to defeat the Burning Legion and Avenge Vol’jin.

Maybe she’s playing 4d chess. Maybe she’s not as good at playing 4d chess as everyone thinks she is.
Maybe. Or, you know, she actually cares about the Horde and her people as we’ve seen time and time again. I know for a fact she cares about it more than Saurfang who betrayed his own troops in the hopes than Anduin would kill her.
Where does that leave your character, then? You watch Vol’jin pass the mantle of warchief to her, follow her orders, go to war for her…but technically she’s not the character’s warchief?
She factually says she does not like the Horde in Before the Storm.

She shows that she values keeping her kingdom as it is over her subjects lives.
She’s Warchief. You just never swore the blood oath to her. It’s clear as crystal that Blizzard intended for her to be dethroned, and I believe that’s why they didn’t have us swear the oath to her.
They claimed that Garrosh was intended to be dethroned as well but the player character does swear to him. I think whether or not the blood oath was given is a meaningless gesture because if they’re going to write you as betraying her, that’ll happen regardless of any oath.
They absolutely did not. They lied about it for years. Cannibal has a thread up about it at this very moment.
Are people really upset about Fandral?
When I mained Alliance back in Vanilla I freaking hated that man. He was rude, condescending, and he had clear contempt for Tyrande. There was a power struggle between the two in Darnassus and it was pretty obvious who you were supposed to root for.
When I learned of his betrayal in Cataclysm my reaction was “Ah yes, he’s finally played his hand.”
His betrayal seems comparable to Varimathras turning on Sylvanas. Predictable. Though admittedly Fandral went out in a much more spectacular way.
… Never did get the fire kitty staff though.
She’s dealing with a coup in a much nicer way than most in human history have. I fail to see how that’s actually bad. Would you rather she give up Lordaeron to an Alliance puppet because of a few traitors?
She doesn’t like being made Warchief and leading out in the open. Her comments about the Horde are from being forced into a position she didn’t want.
The figures returning were returning when she told them to. They were distinctly and absolutely obeying her. She killed them anyway. That you would lie about this proves that you’re arguing dishonestly.
And yet she still states that she doesn’t like the Horde.
