Are there going to be any gcd changes with 8.1 and abilities like Piller?
Why would they? They explicitly said that damage cooldowns will be on the gcd and that utility/defensive ones may or may not come off the gcd. Last I checked, PoF is a damage cooldown.
Does it suck? Yes, but bfa sucks so it makes sense.

Currently, the only cooldown that is being taken off the GCD is Death Grip. As Stormdk said, defense and utility will be in question for the coming patches. I can see wraith walk coming off, and I would hope HoW would come off too. Ion did mention that they want offensive cooldowns to be more impactful so that it doesn’t hurt to hit three buttons in a row. My hope is that they either merge ERW and pillar or remove pillar completely.
They tried to remove it in the beta without offering something in return. Testers outraged over the wrong thing. We want less pruning, not pillar as it is. 15% damage buff for 15 secs sucks, considering what it use to be. I like the 1% additional strength but not at the cost of losing 5% of the strength I should already have for 5 secs less. It is horrible and the testers did us dirty. If Blizzard removed pillar but gave us something to make up for it, like ERW gave us the strength buff or maybe something like the tier 17 bonus, everything would have been fine.
TL;DR: No. Pillar is not coming off the GCD. Expect it to be pruned or merged into another talent. Suffer Well.
