looking to make a zando troll asap and was wondering if there is any time gate or hardcore raid requirement to the new part of the war campaign or ztroll unlock scenario
As far as we know (and we can never be 100% sure just from what is on the PTR because things can change), most of it can already be done, though if you have not already done it you could call it a time gate.
- Exalted Zandalari faction
- Zandalar Forever complete
- War Campaign / Tides of Vengeance complete (requires 14k/21k Honorbound so far)
The last of the 4 parts of the War Campaign is all we are waiting on. I have not heard of any raid component, likely it will be more of the guided questing like the previous 3 parts.
Then after that there will presumably be an unlock scenario like the other allied races have had. So if you have your Zandalari and Honorbound reps done you won’t have to wait long at all.
According to WoWHead, If Horde is like Alliance, you will need to Raid. This will likely be able to be completed in LFR - which will timegate your completion of the quest. But the allied race unlocks are not available until 8.1.5. Although 8.1.5 could be 1.22 or 1.29 (since they have not yet announced it is 1.22 - it likely won’t be 1.22). You can’t unlock Zandalari Trolls until 8.1.5 and completion of the War Campaign.
Exalted with 7th Legion and a King Rastakhan kill is required to complete the last portion of the war campaign for Alliance.

Just wanted to add that, at least for Horde, the raid quest is not given until after the completion of the War Campaign achievement; i.e. you can complete it without doing the raid.
Of course since the new allied races are not in the game yet it remains to be seen if that is still enough to unlock them.
