The item discovers and allows your character to fly into quest gated flight points (for which you have not done the pre-requisite quest line on said character) but does not actually unlock the flight master so that you can fly out. If you use your flight master’s whistle while in the area of the missing flight master, it will drop you right back down at the missing flight master location.
Certainly, this can not be working as intended.
