71 lvl tank after update i am getting oneshotted from anything in TW dungeon

I think they definately messed up the scaling when they went from the previous system. Before if you were say level 70 and were doing a TBC dungeon, then you character was reduced down to level 30 or whatever even you still had a full set of talents. In a recent post they said:

I havent done a TW since that post and Im wondering if its had any impact.
