~65% chance to hit 79s with ranged abilities, and ~90% chance to hit 79s with melee abilities. (Tested with 100 casts of Shadow Bolt from 70 Lock to 79, and 100 auto attacks from 70 Surv Hunter to 79)
55% miss chance for characters 9 levels higher.
Thank you for correcting me. This only goes to show that I was pretty lucky when I tested it out in-game, and that missing 79s is more busted than I thought lol
