The math checks out. Everything is fine.
It’s not just heroics sadly. I wanted to level an alt with my buddy last night, and we sat in a NORMAL dungeon queue for 35 mins, restarted queue, then another 25 before he logged.

I’d wager a lot of people are not early access, so the queue pool is small. And with follower dungeons, people will most likely do those while they quest through the storyline before they go into queue.
Just an assumption and a bit of what I’ve gleaned from chats in game.
