A weekly expedition to ICC has given me 515 failures to convince Arthas to hand over the reins. It’s getting to the point where I am beginning to not even WANT the horse anymore. Am I just meant to suffer? What sacrifice to the gods of RNG is necessary?

You are extremely unlucky. Are you sure you’re doing it on heroic?
I know someone who farmed Ashes of Al’ar for years before realizing the mount didn’t drop off Al’ar. Oops.

Yes, all my ICC runs have been heroic 25 player. I’ve killed everything in the raid, including all the critters. I’ve refused to loot anything but Arthas. I’ve done 75 billion damage to Arthas during the final fight. None of these strategies appeased the gods of RNG. I’ve never seen it drop for anyone with me either.
Pro tip:
Just loot it.

So during WotLK Timewalking, the Ulduar Timewalking Raid has a quest to kill Yogg-Saron (in Dalaran). This quest gives you 500 badges AND a Cache of goods which drops a 1/6 Hero track gear AND has the possibility (roughly 25% chance) to drop either Invincible, Mimiron’s Head, or the Infinite Timereaver and wont drop a duplicate if you already have any of those mounts.
So get a bunch of max level alts, and look for Yogg skip groups when WotLK Timewalking is up. Same with TBC Timewalking (Black Temple) for Ashes of Alar and Infinite Timereaver as well as Cataclysm Timewalking (Firelands) for Infinite Timereaver and any of the cata raid mounts.
