Most brackets, sure. Would you agree there was a gap in power in the 70-79 and 90-99 brackets? 99s with access to Artifact Weapons that could increase the ilvl with AP and ilvl 800 gear pushed ilvls up nicely, and 79s with access to Cata ilvls.
I would argue the 80-89 bracket as well, since someone figured out to scale epic Legion BOE drops. But that was really only 1 guy. It wasn’t wide spread.
