My best guess is that what those numbers really show is that the vast majority of 120s are not playing the game anymore in order to unlock flying. That’s why the vast majority of people you see still in the game are flying.
I actually enjoy having to unlock flying in newer expansions. It’s account wide, so you only do the grind once.
BfA pathfinder isn’t event that grindy. Also, the way you’re presenting the 37% is misleading. The data covers all 120’s. It can’t differentiate if the 120 has or has not played since 8.2 launched.
A bunch of players are re-subbing right now just to reserve a name on a classic server.
Blizzard should create a temporary event that significantly increases rep gains and see if any of them will bother coming to finish pathfinder.
I’ve had game time for months and not bothered logging into BfA at all. I went to the two new zones once or twice when 8.2 came out and then went back to not logging in because BfA is boring. Not sure if they doubled or tripled the rep gain if I’d even bother with it then
It’d only really be about having it unlocked in case I ever wanted to do something in those zones in a future expansion.

why would i use it for? completing content until you unlock path finder than you can fly?

the patch is so alt unfriendly that i have zero motivation to get flying just for my alt even then i can just wait till timewalking and get 120 in like 5 hours just spamming time walking

Global Stats are Stats about all level 120 players, not only 2200+ or 4+/7 players.
I might go back and faceroll through it after the next expansion, but the reward isn’t worth the tedium of it for me at this point. Mechagon isn’t too bad, but I have zero interest in anything concerning Nazjatar. It can be swallowed back up by the ocean for all I care.

why is the word “grind” even used. you need the rep for other things besides flying. you need to collect the manapearls and oscilators either way. not to mention profession recipes and neck relic upgrades.
This is why i expect to see a HUGE dropoff after classic has been out a month. Too many current players expect to log in and get stuff. They will never survive the 58-60 grind in classic, getting enough gold for mounts, or having to run DM 100 times because there is nothing else to run at that point, lol
If blizzard has fixed any of this stuff from the original game i will be disappointed, as it will show that blizzard is catering to the impatient and entitled players who are playing now.
