Change the difficulty at the door, big skull appears, go in and minimap just says 25. Go out, look at door, skull is gone. None of the boss drops have the heroic tag on them. Raid info window just says saved to 25 man. I’ve tried changing it multiple times and the only thing that changes is the door outside, after going in it seems to force it to normal?

Sounds suspiciously similar to the ICC issue. Have to wonder if its the legacy system itself that’s been glitched by the patch.

and yet raids like Nighthold work fine. Maybe legacy is bugged for the older raids where every difficulty isn’t its own lockout?
This is still an issue even now in July of 2023. just tried dragon soul and did the exact same thing the OP described
