From what I can find out, it looks like they have been investigating these reports and did some work to hopefully resolve it.
Give it another try if you can.
I should also mentioned that names are region locked, so if you cannot log into the Ruleset that you want but can another, you can reserve your name there. You’ll just need to delete that character and switch to the Ruleset you want to, when you are able to.
It isn’t the most elegant of solutions, but it should allow you a better chance at getting a name that you want.
