I have an active account, I also have a starter edition on the same bnet account. If I put game time on the starter edition, will that get me the same access to Bfa as my main account?
Check your Battle.net account information. If it says BfA, then yes. Otherwise, it will give you whatever expansion it tells you. That being said, I feel like you get at least Legion before you have to purchase anything else (namely BfA specifically).
You have to buy BFA to get BFA. Similarly if you want Shadowlands then you have to buy that as well. You can buy them individually or as a pack. Each license you have needs to buy the expansions.
A subscription will only get you to Legion.

I also have 2 Bnet accounts under same tag. One only allows me up to legion content, the main one i have access to BFA (i only upgraded the main one)!
Once time is put on your secondary account you can play up to Legions end. Although i do believe there is a 24 hour window to wait for the order to fully go through. So you must buy the BFA xpac on your secondary to also play that.
You will also have to pay (15 bucks usd for 30 days) for both either concurrently or seperatly to be able to play past lvl 20!
First they are not accounts, they are licenses

They are separate and you can use them at the same time
They are independent of the playing time and current expansion
but they share everything that is linked to the account.
