They may mention this in the patch notes, but I looked everywhere and couldn’t find it. However, in the PTR of 11.2, the Balance of Power tint no longer requires a 15+ keystone; it requires a +5.

The correct solution is “10 Blitz or RBG wins.” The even more correct solution is “And it’s account-wide.”

After you unlock it the appearance is account-wide. But it still needs to be unlocked on the same character that originally got it. Unless that has changed, which I doubt happened.
Sorry, I meant the 10-RBG/Blitz completion should be like Balance of Power, in that the completion itself is account-wide and applies to unlocking all other applicable artifact appearances on other classes.
Same with the 200 dungeon and 200 wq or whatever the requirement is. Those completions should be account-wide and not have to be grinded out on every single class.
At this point a lot of people have said that they no longer play that character, so they’d have to level up that character and gear them for real PvP, which clearly next to no one has done since Legion. My character that has 3 tints unlocked on my other account is a level 70, definitely not worth the hoop-jumping of questing through the entire expansion, gearing up, and doing a massive number of BG Blitz, even if the expansion is currently on sale. I think the character that earned it originally should be able to unlock it with 10 BG wins at whatever level they are now, no RMT required.
Precisely why I think the 10-RBG thing needs to be account-wide. Do it once on a single character, automatically unlock the 10-RBG (which hopefully becomes Blitz too) artifact appearances on all classes. Just like we did when Balance of Power went account-wide.
The other three hidden appearances that need to be converted to a one-and-done per account thing IMO:
-200 WQs
-1000 player kills
-30 dungeons
