Using rain to trigger the set, and it only affects one person? Totem Priest’s heavy rain has a 24-second cooldown, and it only triggers for one person?
The question is whether it will trigger from the 2 set and if the 4 set bonus is allowed to have charges.
This will determine how good it is but if it is limited it will be significantly worse than our T1 set unless the 2 set heal is very powerful.
